What Are the Eligibility Criteria for Express Entry?

Express Entry is Canada’s primary system for managing applications for permanent residence under three economic immigration programs:  the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC). To be eligible for Express Entry, applicants must meet the requirements of at least one of these programs. Below are the key eligibility criteria:

1. Federal Skilled Worker Program (FSWP)

This program is designed for skilled workers with foreign work experience who wish to immigrate to Canada permanently. The key eligibility criteria include:

      • Work Experience: At least one year of continuous full-time or equivalent part-time work experience in a skilled occupation classified under TEER categories 0, 1, 2, or 3 as defined by the Minister under NOC 2021 within the last 10 years.
      • Education: Minimum of a secondary school diploma (high school) equivalent to a Canadian credential. However, an Educational Credential Assessment (ECA) is mandatory if the credential was obtained outside Canada
      • Language Proficiency: Minimum Canadian Language Benchmark (CLB) 7 in English or French.
      • Proof of Funds: Applicants must show sufficient settlement funds unless they have a valid job offer in Canada.
      • Selection Factors: Candidates are assessed on a 100-point grid based on age, education, work experience, arranged employment, language skills, and adaptability. A minimum of 67 points is required.

2. Federal Skilled Trades Program (FSTP)

This program targets skilled trades workers with work experience in specific trade occupations. The eligibility criteria include:
      • Work Experience: At least two years of full-time work experience in a designated eligible trade occupation, within the last five years.
      • Job Offer or Certification: A valid job offer of full-time employment for at least one year or a certificate of qualification in the trade issued by a Canadian provincial, territorial, or federal authority.
      • Language Proficiency: Minimum CLB 5 in speaking and listening, and CLB 4 in reading and writing.
      • Proof of Funds: Required unless the applicant has a valid job offer as defined under Express Entry criteria.

3. Canadian Experience Class (CEC)

This program is for individuals who have gained skilled work experience in Canada. The key eligibility criteria include:

      • Work Experience: At least one year of skilled work experience in Canada within the last three years in a NOC TEER 0, 1, 2, or 3 occupation.
      • Language Proficiency: CLB 7 for NOC TEER 0 or 1 occupations; CLB 5 for NOC TEER 2 or 3 occupations.
      • No Proof of Funds Required: Unlike FSWP and FSTP, proof of settlement funds is not required.

4. Comprehensive Ranking System (CRS) Score

Once eligible, candidates enter the Express Entry pool, where they are ranked using the Comprehensive Ranking System (CRS). The CRS awards points based on factors such as:

      • Age
      • Education
      • Work experience
      • Language proficiency
      • Canadian work experience
      • Provincial nomination
      • Spouse or common-law partner factors

5. Provincial Nominee Program (PNP) and Express Entry

Some provinces and territories nominate candidates through Express Entry. A provincial nomination significantly boosts a candidate’s CRS score, increasing their chances of receiving an Invitation to Apply (ITA) for permanent residence.

Meeting the eligibility criteria is just the first step. Candidates must also strive for a competitive CRS score to increase their chances of receiving an ITA. Regular draws are held, and only the highest-ranking candidates are invited to apply.
